What Prop A Means for ECISD Families

On November 3, 2026, voters in East Central ISD will decide Prop A.

This page provides factual information about the proposal, what it would fund, and what it would cost. ECISD's role is to provide information, not to tell voters how to vote.

What Is Prop A?

Prop A is a Voter-Approval Tax Rate Election, commonly called a VATRE. Texas law provides this process for school districts to ask voters to approve an adjustment to the Maintenance & Operations, or M&O, portion of the district's tax rate.

Prop A is not a bond election and does not authorize new bond debt.

The official ballot language will read "East Central Independent School District Proposition A." The district uses "Prop A" in informational materials because the required ballot wording does not identify the measure as a VATRE.

What Would Prop A Fund?

If approved by voters, the additional funding would support:

Staff Compensation

Staff compensation and performance-based pay.

School Safety

Safety personnel and school security measures.

Student Programs

Programs and services that support student achievement.

Enrollment Growth

Staffing tied to ECISD's continued enrollment growth.

If approved, Prop A is projected to generate approximately $8.47 million annually for ECISD: approximately $5.37 million in local revenue plus an estimated $3.1 million in additional state funding.

What Would Prop A Cost?

Total Tax Rate Difference

1/100th of a Penny

Compared to the 2025-2026 total tax rate, ECISD's total tax rate would change from $0.9319 to $0.9320 per $100 of taxable value.

The M&O tax rate would increase by 3.72 cents, from $0.6669 to $0.7041. At the same time, the Board of Trustees lowered the Interest & Sinking, or I&S, tax rate by 3.71 cents, from $0.2650 to $0.2279.

As a result, the difference in the total tax rate is approximately 1/100th of a penny.

For a home valued at approximately $270,000, with a $140,000 homestead exemption applied, the estimated difference would be approximately 13 cents per year.

Homeowners Age 65+ or With a Disability Exemption

Homeowners with a qualifying disability exemption or those age 65 and older would see no change to their ECISD school tax bill due to the state's school tax ceiling, provided the applicable exemption has been filed and no major improvements are made to the home.

Did You Know?

For several years, ECISD has earned the state's highest financial accountability rating for management of taxpayer dollars.

State requirements call for armed security officers and additional safety measures on school campuses. Prop A funding would support safety personnel and measures used to meet those requirements.

ECISD's performance-based compensation program provides additional compensation tied to student achievement and employee performance. Prop A funding would allow the district to continue the program.

ECISD's Prop A will appear near the end of the ballot, following statewide races. Voters who wish to participate in the Prop A election should continue through the full ballot.
