Understanding School Bonds
Bond funds and operating funds serve different purposes.
Texas law separates funding for construction and major capital projects from funding used for daily school operations.

Our Bond History
Investments approved by our community.
Each bond program reflects the district’s responsibility to respond to enrollment growth, improve existing schools and prepare students for the future.
$86.1 Million Bond
Approved by 63.6% of East Central ISD voters.
The 2016 Bond Program funded significant improvements across East Central ISD and expanded the district’s capacity to serve students.
Major projects included:
- Construction of the East Central Performing Arts Center
- Construction of Tradition Elementary School
- Additions and renovations at Harmony Elementary School
- Additions and renovations at Pecan Valley Elementary School
- Additions and renovations at Sinclair Elementary School
- Additions and renovations at Salado Elementary School
- Infrastructure improvements supporting continued district growth
$240 Million Bond
Approved by approximately 62% of East Central ISD voters.
The 2022 Bond Program addressed rapid enrollment growth while investing in safety, student opportunity and district infrastructure.
Major projects included:
- Campus safety and security upgrades
- Prekindergarten and kindergarten classroom additions
- Elementary campus improvements at Oak Crest and Highland Forest
- Outdoor collaborative spaces at existing middle schools
- Career and Technical Education facilities
- Construction of Valor Middle School
- Construction of Victory Elementary School
- Construction of Honor Elementary School
- New Transportation Facility
- Conversion of the former transportation building into the East Central ISD Police Department headquarters
$309.15 Million Bond
Approved to address continued growth and future school capacity.
The 2025 Bond Program will create additional learning space, relieve overcrowding and provide modern schools designed to prepare students for college, careers, military service and life.
New Comprehensive High School
A new high school serving the district’s south side, scheduled to open in Fall 2028.
Elementary School No. 10
A STEM academy serving the district’s north side, scheduled to open in Fall 2027.
Elementary School No. 11
A new elementary school serving the district’s southern growth corridor, scheduled to open in Fall 2028.
These projects will help ECISD:
- Relieve overcrowding at existing schools
- Reduce future dependence on portable classrooms
- Support continued residential and enrollment growth
- Provide safe, innovative and future-ready learning environments
