The fact is, however...
Our students also rely on dedicated administrators, counselors, nurses, librarians, cafeteria workers, bus drivers, and office support staff. Additionally, some students require special services, such as gifted and talented programs, Career & Technology Education (CTE), or special education. To provide a well-rounded experience, we also employ coaches, band directors, theater teachers, academic and club sponsors, and more, all of which adds to the overall cost.
We are in the people business
ECISD's $126,193,190 million operating budget is predominantly used to cover labor costs for employees. In fact, approximately 81% of the district’s budget is allocated to personnel costs, covering both salaries and benefits. This means when funding falls short, there is little to no capacity to make significant budget cuts without impacting positions and people.

DISTRICT FINANCIAL ACHIEVEMENTS
The District has a record of actively managing its outstanding debt to achieve savings for taxpayers. Over the last ten years, the district has refinanced debt six times, resulting in savings of over $6 million.
East Central ISD Earns Top Financial Ratings for Fiscal Responsibility
The Financial Integrity Rating System of Texas (FIRST) ensures that school districts and open-enrollment charter schools are held accountable for their financial management practices, promoting efficiency and transparency.
The system is designed to encourage Texas public schools to manage their financial resources better in order to provide the maximum allocation possible for direct instructional purposes. The system will also disclose the quality of local management and decision-making processes that impact the allocation of financial resources in Texas public schools.
East Central ISD has scored an A for Superior Achievement since the inception of the School FIRST Program in 2001. East Central scored a perfect 100 in the last school's FIRST rating for 2022/23, which was released in October 2024.
The Board approved the 2023/24 financial audit in January 2024. The audit was a clean audit which means that an independent auditor has reviewed the district's financial records and found no significant error or issues. This demonstrates the school district's responsible financial management.
ECISD Bond Rating from Moody's is an Aa2, which is an excellent rating that reflects the district's strong financial position. It is the third highest long-term credit rating that Moody's assigns to high-quality fixed-income security with very low credit risk.
