Student Records and Texas Senate Bill 12
Texas Senate Bill 12 affirms the right of parents and guardians to access their child’s educational and health records. The law requires school districts to provide this information upon request, with very limited exceptions.
What You Should Know

Parental Access: Parents and guardians are entitled to review their child’s school records, including academic, health, and counseling documentation.

Exceptions: Records may only be withheld if releasing them is likely to put a child at risk of abuse or neglect, as defined in state law.

Timely Information: Districts must notify parents of certain issues affecting their child’s well-being, such as suspected criminal offenses, within one school business day.
