On September 1, 2001 a new law prohibiting racial profiling went into effect in the State of Texas. The Texas Code of Criminal Procedure Article 3.05 defines racial profiling as "a law enforcement-initiated action based on the individual's race, ethnicity, or national origin rather than on the individual's behavior or on information identifying the individual as having engaged in criminal activity."
The East Central I.S.D. Police Department strictly prohibits officers from engaging in racial profiling. Complaints alleging racial profiling with respect to an individual may be filed with the East Central I.S.D. Police Department located at 7382 FM 1628 San Antonio, Texas 78263. All complaints need to be submitted in writing on the appropriate E.C.I.S.D. Police form and submitted in a timely manner after the incident, so that the incident can receive prompt attention. Sec 614.021 Government Codes states " in order for a complaint against a district peace officer to be considered by the head of the district's police department, the complaint must be in writing and signed by the person making the complaint. A copy of the complaint shall be given to the officer within a reasonable time after it's filed, and no disciplinary action shall be taken against the officer as a result of the complaint unless a copy is given to the officer."
The East Central I.S.D. Police Department realizes that there will be disagreements from time to time with students, staff, and citizens that come in contact with our officers. We realize that confusion or different perceptions could result in information that may produce different accounts of the same incident. These disagreements between students, staff, citizens, and officers need to be addressed. We trust that the vast majority of contacts between students, staff, citizens, and officers be conducted in a positive, professional manner. The relationship between the community and the officers is based on confidence and trust. We cannot be effective without both the community and our officers working together to achieve this goal.
