East Central ISD Board of Trustees Calls for May 2025 Bond Election
SAN ANTONIO – At its February 11, 2025, meeting, the East Central Independent School District (ECISD) Board of Trustees approved a bond election to be held on May 3, 2025. The bond proposal addresses rapid enrollment growth and ensures students access safe, modern learning environments.
If approved, the bond would fund the construction of a new high school on the district's south end and two new elementary schools—one in the north and one in the south. The cost breakdown is as follows:
- New High School: $208,870,000
- New Elementary School (North): $49,730,000
- New Elementary School (South): $50,550,000
- Total Bond Proposal: $309,150,000
Addressing Enrollment Growth
ECISD has experienced increased student enrollment, with residential development contributing to higher school populations. By the fall of 2027, projections indicate that several campuses will exceed their designed capacity:
- Harmony Elementary: Over 1,400 students
- Tradition Elementary: Over 1,100 students
- Heritage Middle School: Over 2,000 students
- East Central High School: Over 4,200 students
The bond proposal prioritizes new schools in high-growth areas to meet this demand, ensuring students have the space and resources required by state-wide standards.
Tax Impact
The tax rate associated with this bond would not take effect until 2027. When implemented, homeowners with a $280,000 home (with the Homestead Exemption applied) would see an estimated tax increase of $13 per month ($157 annually).
In terms of exemptions, homeowners with the Over-65 Homestead Exemption will not experience a tax increase unless significant home improvements are made. Additionally, Disabled Veterans who qualify at 100% will not see any increase. Residents who currently pay no school taxes due to tax compression and the homestead exemption will not see a tax increase from the proposed bond.
Understanding School Funding
Texas public school districts do not receive state funding for new school construction. The ability for ISDs to create new schools and facilities must come from an approved bond election as required by Texas State Law. In Texas, school funding is based on a per-student allotment set by the state, not the number of homes built. Additionally, rising property values do not provide additional revenue for ECISD—as property values increase, state funding decreases.
ECISD’s Financial Strength
ECISD adheres to financial management practices that are aligned with state accountability standards. The district has consistently earned an A for Superior Achievement in Texas' financial accountability system, scoring a perfect 100 in 2022-23. The district’s 2023-24 audit was completed without findings, confirming compliance with financial regulations. ECISD also holds an Aa2 bond rating from Moody’s, indicating a stable financial position.

- Location: Northside of district, off FM 1346 (West of 1604)
- Purpose: Relieve 120% capacity at Honor and Tradition Elementary Schools (1,000+ students at each campus)
- Capacity: 900 students
- New Elementary School (South): $50,550,000
- Location: Southside of district, near Hildebrandt Rd
- Purpose: Relieve 120% capacity at Harmony and Oak Crest Elementary Schools (1,000+ students at each campus)

The bond proposal was developed through collaboration between a bond advisory committee and the community to address:
- Responding to increased enrollment across the district .
- Providing new facilities and campus offerings throughout the district.
- Constructing energy-efficient facilities to accommodate increased student enrollment and support educational activities.

Why doesn't East Central ISD use other funds to pay for new schools?
Texas public school districts do not receive any funding to build new schools and facilities. The ability for public school districts to create new schools and facilities has to come from an approved bond election as required by Texas State Law.

- General operating expenses, repairs and maintenance;
- Classroom supplies and textbooks; and
- Administrative costs.

What do I need to bring with me to vote?
You need to provide one of the following seven forms of identification:
- Texas Driver License issued by the Texas Department of Public Safety (DPS)
- Texas Election Identification Certificate issued by DPS
- Texas Personal Identification Card issued by DPS
- Texas Handgun License issued by DPS
- United States Military Identification Card containing your photograph
- United States Citizenship Certificate containing your photograph
- United States Passport (book or card)
If you don’t have one of the seven forms of identification listed above and can’t reasonably get one, you can also bring one of these:
- A copy or original of a government document that shows your name and an address, including your voter registration certificate
- A copy of or original current utility bill
- A copy of or original bank statement
- A copy of or original
- Day government check
- A copy of or original paycheck
- A copy of or original of (a) a certified domestic (from a U.S. state or territory) birth certificate or (b) a document confirming birth admissible in a court of law which establishes your identity, which may include a foreign birth document.
